Your idea about producing the zoomed clip is a good one and is appropriate in most situations. However, you're lucky if you only want to blur the second half of a clip, and that can be done by adding an FX track below the clip then dragging a Blur effect onto the new track directly below the section you want to blur.
If you also want to freeze frame, try the reading the full linked post to see the various issues in doing that. You might be better off producing the clip and working with that, although another option is to remove the edits from the C/Z/P tool and simply set the zoom level in the PiP Designer. Those keyframes aren't affected if you later want to change the duration or trim/split the clip.

Hi there, I am a beginner of Power Director and I have a question regarding how to further edit a zoomed clip.
I applied the zoom tool on a clip and I would like to freeze frame and split (because I want the second half of this video to be blurred) this 'zoomed clip'. However, when I tried to apply these two tools, the zoom effect is automatically added on the second half of this clip (please refer to the attachment) and it completely changed everything.
The only solution I could think of is to export this zoom clip as a new file and import it again but I wonder if there is any other alternatives.
