I like a link to a full install version of Power DVD 12 too for an upgrade to Windows 8. I only have my Power DVD 12 product key. There must be a way to do this. As the previous poster has said a lot of owners of Power DVD 12 have this problem.
It is the Blu-ray disc player firmware. A replacement DVD/Blu-ray player will download the AACS update.
I purchased and installed a LG WH 10LS30 Blu-ray Disc Rewriter. It appears to have corrected the AACS License Key looping when playing a Blu-ray disc. I would encourage others with a Philips LiteOn PLDS DH-4B1s drive supplied with a Dell PC to e-mail Dell and LiteOn requesting a firware update, other than 7D16, which will read the AACS License Key.
Techinical support provided a CL Cleaner and a installation of PowerDVD 9 which required no updates after installation. Neither had any affect. The looping for the AACS License Key immediately reappered after installation.
I had applied the Bluray drive firmware update last year. I unstalled PowerDVD applied the firmware update again (the message said my firware was up to date) and reinstalled PowerDVD. I opened PowerDVD and and an update (PowerDVD 9.0.2201.0 SR Number 09018-04) was applied. The looping of the PowerDVD still occurs when I try to play a Bluray disc. It is not caused by the firmware of the Bluray drive.

The only programs installed are Adobe Reader 9, Avira AntiVir Personal Antivirus, DX, Silverlight, Windows Firewall. The PC is used as a Media Center, so other than the Windows 7 Home Premium Edition 64-bit software the amount of software installed is very limited. A Philips PLDS DH-4B1S is the drive used to play blu-ray discs. Turning off the antivirus and firewall has not enabled the installation of the AACS update.

I just did a clean install of Windows 7 on a new hard drive and upgraded my ATI card to a Radeon 5700.All drivers are up to date. I then installed Power DVD 9. I still have the loop problem, which I had prior to this clean install. Are you suggesting that uninstalling Power DVD and reinstalling will correct this problem?
Numerious users have this problem, did anyone ever get it resloved from Cyberlink support?

Thanks for the tip on the Dell XPS 420 firmware. I tried to run it, but it says that there is no disk detected that needs updating. I'm using an external Buffalo Mediastation Blu-ray drive (http://www.buffalotech.com/products/optical-drives...on-8x-external-blu-ray-writer/) , not anything from Dell - that probably explains why the Dell firmware update didn't do anything.

Any further ideas?

I too am having this issue after trying to play the new Star Trek movie.. It wants to update the AACS keys and indicates that it has done so but in reality has not.

Furthermore, I think that when a new title is inserted that requires an AACS key update, older AACS keys are invalidated until the new keys are installed, which is not happening.

The work-around is to use anyDVD to by-pass AACS or just to play the blu-ray titles in a normal "connected to the TV" blue-ray player that does not have this AACS hang-up!

I think cyberlink should study how normal stand-alone connected the the TV players work and try to make this less of a tinkering experiment and more user friendly as people should not have to pay extra (if they don't want) for anyDVD especially if there system id fully HDCP compliant.

Instead of spending 80 - 140 bucks for this software, people that don't want the hassle could just buy a Sony or Samsung Blue ray player at Sam's club or Walmart for around 125.00 bucks.

Luckily I bought anyDVD when I had on old non-HDCP compliant system and have since upgraded my computer but I am glad I kept anyDVD around :

Has anyone worked out a fix for this yet? My drive has been down all weekend. I have uninstalled PowerDVD 9 then reinstalled it and the patches with my firewall down. This has had no effect. I rented the new Blu-ray "star trek" and "Management" DVDs from Blockbuster was prompted to load the "CyberLink.2320(TaRe45)(a)_DVD091223-02" patch and now the drive that has worked all year for me is stuck in this same Error code 0024 loop. I logged a help request with the CyberLink website yesterday and have heard nothing. I'm running Vista on a home build with Norton 360. I'm out $10 on the rental and wondering what is going on....

Cyberlink has been running me around for months on this. I have described it and described it and described it to them. They even had me try version 10 -- no luck. At one point, they promoted the problem to a "higher department" (actual developers) who couldn't reproduce it in one try and gave up.

I imagine the only people "legally" distributing 2201 would be Cyberlink, and they've apparently moved on to versions with bugs they can't fix... Grrr...

I have actually found version 2201, it takes me to the page to download it when I first install powerDVD. Unfortunately I get the same issue with version 2201 AND 2528.

Whats really annoying is that this was working perfectly on this very PC before I upgraded to windows 7.

Some good news for you all! I seem to have got it working!

Heres my steps if any of you want to try.

1) Uninstall PowerDVD
2) Reboot
3) Install power DVD 9
4) Try to play a blu-ray, it will give you a message asking you to update and take you to an IE page where you can download version 2201. Download and save this somewhere safe.
5) Close power DVD
6) Completley disconnect from the internet ie unplug your cable or turn off wireless
7) Install the 2201 patch.
Try to play a blu-ray you will see the crap error message we were all getting forcing you to update. Click NO.
9) Without closing PowerDVD click play again. As if by magic the blu-ray will start. It seems by saying no and installing whilst offline you get around the farcical update.


I have managed to make this persist after a full shutdown and when connected to the internet so it seems to be a 1 time thing. However do NOT under any circumstances install any later patches when prompted. I did just to play devils advocate and hard to start all over again with those 9 steps.

The last reply I received was that the problem was sent to a higher department. I was going to try to uninstall PowerDVD completely and reinstall. I have not found the time to do this as of this post.

Avira Anti-Virus and the Windows firewall which comes with Windows 7. Connect automatically to the internet for player updates is enabled. No audio/video software software, other than Windows DVD Maker. DVDs play fine, Blue Ray discs are not playable.
I use a retail verison purchased from Cyberlink. I upgrade in April 2009 to PowerDVD 9 Ultra SR Number: DVD091022-07. The bundeled version was constantly not responding. The purchased version worked sporatically, before it caused Vista to lock up and not respond just like the bundeled version. A clean install with Windows 7 gives some indication of what the problem is, the AACC License Key Update.
Since doing a clean install of Windows 7, I also receive the message that the AACS License Key update is needed.

An important component of Cyberlink Power DVD requires periodic updates. New movies may not play back if the component is not updated. Would you like to update now?

In Media Center clicking 'Yes' just results in the message appearing again. Without being able to get past the pop-up message results in Power DVD 9 being unusable. I have Avira Anti-Virus and Windows firewall. Turning these off makes no different with the AACS License Key pop-up message. If Power DVD 9 is opened outside Media Center, the pop-up message will disapear after clicking 'Yes', but Power DVD becomes unresponsive. The AACS LicenseKey is never downloaded.
