Solution: Disable Hardware decoding
@Warry, I doe not have any transition active. This problem is also shown when playing a video from the media library. And when using the pre-cut tool.
I tried changing to YUV/RGB, but nothing I change here seems to make any difference.
WOW, when checking this, I tested to disable hardware decoding. Disabling this was the solution.

In the cutting window and preview window I am getting bars in my video, which makes it difficult to slice and dice the video.
When adding the video to the timeline, it displays just fine.
Following settings do not seem to make a difference:
Enabling/disabling hardware accelleration
Enabling/disabling shadow files
Does anyone know the cause or how to fix this issue.
