Are you producing with a resolution that is as close as possible to the original material. For instance if your original material was 1920 x 1080, are you using that profile to produce?
Yes and it still comes out pixelated.

Go here 4th post and post the text file that is generated as an attachment. look at the other posts in that thread also.
Turn on the shadow files and wait ! Untill they are fully generated.
I still don't know what you are trying to show with the photo. All I can see is some arrows. I assume that the blockiness is in the preview and not the finished product. Where did the photo come from and what format is the original?
Is your version of PowerDirector up to date?
Yes it is and sorry forgot to mention to zoom in where the arrows are and you can see pixelation.

I don't have shadow files turned on and here's the photo of the dxdiag and the photo I posted above that you weren't able to view

And I've tried the "Reduce video blocky artifacts (Intel SSE4 optimized)" setting and it didn't work at all

In my original video there's none whatsoever and I kept everything from the original video the same but my video still comes out having pixelated/blocky squares in it.
Here's a screenshot of what I'm talking about:
