Open the clip/movie with PowerDVD-->Right click on the preview window-->Primary subtitle. There you can import the subtitle you want.

i ask about add subtitle To DVD movie, i don't have "import..." on the DVD,only on mp4, mkv movie and I want on DVD (*.vob)
