I have encountered simuliar problem. I am using PowerDVD 16 with Geforce GTX 960 (Asus STRIX-GTX960-DC2OC-2GD5) and my display is Sony KD-55S8500C. However, mine problem happens only when movie menu displayed. It was normal during movie playback. A workaround to settle the problem is changing the refresh rate from 60Hz to 24Hz.
I tried to contact technical support of Cyberlink. They didn't provide any update patch for the issue. They just advised to update display card driver and disable video or performance enhancement features of the player. But none of the advices can resolve the problem.
From my point of view, I don't think it's caused by display card or display because Windows GUI, desktop and other applications display normal under 4K@60Hz. Only the playback screen of the player have such problem. Even though the player was changed to windows mode instead of full screen mode, the problem still happened on the player's screen only while the GUI of other else are normal.
