I'm seeing the same thing. Version 15.0.2003.58 on Windows 7 SP1.

A couple more details: white border always appears when PowerDVD launched from within Windows Media Center. White border also sometimes appears if launching PowerDVD standalone, but directly into Cinema Mode (like if it was launched in Classic Mode, switched to Cinema Mode, and then closed). White border does not appear for me if launching PowerDVD in Classic Mode and then switching to Cinema Mode. When launching as a standalone app, I was able to get the white border to go away by Restoring the window, and then Maximizing it again. The white border may be a windowing artifact if the window is not maximized properly. I was not able to fix the problem this way when running in WMC.

It's as if when PowerDVD is launched from within WMC, it's not properly maximized, and the WMC window controls don't fix the problem.
