I'm experiencing a similar problem with PD11. The thing is that it's inconsistent. Sometimes when I import a portrait orientation JPG, it works. Other times, importing the same very same file, it comes out sideways. Attempting to rotate in the library window causes it to rotate 180 degrees instead of 90.

The workaround I've found is to first rotate one direction (which causes it to rotate 180 degrees) and then rotate again in the opposite direction (which yields the desired results). This lets you correct several pictures at once with two operations.
