Simply prevent C:\Program Files\CyberLink\PowerDVD\Language\Language.exe from starting at every reboot.

The culprit command can be located in the Registry Editor under HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
