Why is there a minimum bit rate of 13000 Kbps when encoding MPEG-4 videos at 1920x1080?
(13000 Kbps - 30000 Kbps)
What can I do to encode MPEG-4 (H.264) below 13000kbps?
Is this the limitation of CyberLink MPEG-4 CODEC?
If so, where I find an indicated codec?
