Is there a way to use the camera shake effect or line boil effect on powerdirector?

I want the text in my videos to have some movement to it, but I have not found a way to do either effect. Does anyone know a way to add those effects or another alternative option to make the text move or wiggle? Thanks.

If not, does anyone know a website that can apply either effect and export it as a gif or something?

Try and apply Effects from the effect room like Quake on the title, maybe there are others that work for you.
