Will a new PC render faster or have faster preview?

So my PC is from 2016 and was pretty high-class back then.
i7 5820 processor, Geforce GTX970, Win10, 32gb DDR4 ram

-> powerdirector in the preview and rendering was always kind of slow. with 1-2 layer FX between 30-60min rendering. hard to compare, I know!

anyway, when I render, Win task manager says (5% GPU used only), my processor same???

i have all acceleration switched on, but is Powerdirector always slow? Even with a brandnew pc???

Why can PD not really use my Gefore GTX970? Wrong settings?

It never worked throughout the years to be honest

I have PD 365.

Thanks, let me know if I shall buy a new PC or switch to Adobe, which probably uses my (even old) PC correctly?
