Power Director 20.7.3108.0 Color Director 10.0.2703.0 running on Windows 11

I go to edit a clip in my timeline in color director. It opens and I do a color match, and make some adjustment changes. It looks good in the preview. If I hit produce, it does the job and export the color adjust clip. However, if I hit the return to color director tab, the changes do not happen to the clip in my timeline. There is a "I" in the bottom left of the clip that says Effect - color preset, but no effect is visible. When I render the timeline, no colormatch has been done.

If I do other adjustments, they work.
the color match isn't working...???
am I doing something wrong?

First, you should download and install the latest PD release (20.8.3211) from the CL App Manager.

I see the same issue when trying to use the Color Match tool in CD on a clip that's on PD's timeline, so that appears to be a bug. I tried with a standard clip so it's not related to you using 360º clips. Fortunately PD has a built-in Color Match tool. See the Help page for more info.

Note that you'll need to have the color-matching clip present on the timeline, but it can be deleted once the match with your desired clip is complete.

I did a few tests. With my PD 20.8.3211 and CD 10.3.2701 (suggest that you update both programs), and the color match works fine in my system. In CD I load/point to the source file, and after that it works fine in CD and also back in PD.
I have Open CL hardware encoding switched off and hardware decoding switched on in both, if that makes any difference. We can of course compare all our settings, but then again there may be system variables involved as well.
Using the color match in PD itself is a good idea.
I think it is also a good idea to inform CL technical support about this.
