Audio quality on Blu-Ray discs

Hi,

The JPEG file I have attached is a screengrab I took when PowerDVD was playing back a BD. PowerDVD is down-sampling the audio to 48kHz/16 bit, where the original soundtrack is 96/24. You can see this by checking the bitrate of the input audio, which is far higher than the 48/16 bitrate of 1536kbps.

Can you explain why this is happening?
