There are a couple of ways I can think of. The easiest would be to place the two titles back to back on the timeline and set the Out Animation on the first title and the In Animation on the 2nd to Flocking and you'll get this result:



The downside is that the characters leave the screen entirely at the midpoint.

If you want them to remain onscreen while they rearrange themselves, you'd probably have to do that manually with position keyframes and put only one letter in each title so they're free to be moved independently of all the other letters.
