I have this same issue. I have a Radeon 5850 and I was able to select the Hardware Video Encoder option; however, now I am not able. I tried rolling back video drivers since I had just installed the 9.12 driver and I tried reinstalling powerdirector but no luck. Any thoughts? And yes, ATI Stream is enabled in preferences.

To enable ATI Stream technology in CyberLink PowerDirector, you must first make sure the latest PowerDirector update is installed (You can download the update here:
http://www.cyberlink.com/multi/download/patches_4_en_US.html). After it is installed, please follow the steps below:
1.Confirm that your video card supports ATI Stream technology. ATI Radeon HD 4850 or higher is recommended.
2.Install the latest driver for your graphics card, which is available on ATI's website (ATI Catalyst™ 8.12 Display Driver or above):

3.Again confirm that the latest update of PowerDirector is installed. It is recommended that you project ratio is 16:9.
4.Use the MPEG2 or H.264 profile to produce your video.
