I have a fairly powerful computer, and I'm trying to open a pdr file that has barely anything in it and lasts 10 seconds. I've tried re-installing PDR, setting it to high priority and running it as administrator to no avail.

Try this: Go to Preference /Hardware acceleration and make sure all checkboxes are unchecked and click OK. Let us know if you are able to load the project.
