Flip image in duplicated layer without affecting other layer

Hi, I'm trying to work with an image to create an upside down duplicate blended with the original (to get a mirror image).
I open the file in Edit, click on "Duplicate" to create a second layer but if I select either layer and then Flip it Vertically, it flips both layers. I just want to flip one of the layers so that I can blend the two to create the mirror image - ie, one layer stays the right way up and the other layer is upside down (inverted).
What am I doing wrong?

Hello,

I see what you mean, but what you need to do is select the layer you want to flip, click the white triangle in the bottom right of the flip button (see attached image fliplayer.jpg), and then select "Flip Layer Veritcally" or "Flip Layer Horizontally". By default, flipping everything is selected it looks like.
