Is there a way to cut out parts of the background or things you don't want to be there in power director the licensed version?

You can blur them. (I have a YouTube tutorial on that.)

But if you're asking if you can cut out a character and put him into a new background even though he's not standing in front of a bluescreen or greenscreen, that's not really possible in PowerDirector.

There is a feature called "rotoscoping" in Adobe After Effects which can do this fairly well, but I'm not aware of any consumer video software that can do it. Short of outputting each frame of your video as a separate photo (30 for each second of video), manually removing each the object in each frame and then re-assembling that photos into a movie -- though I don't think you want to do something that work intensive.

In a video you can cut outa building or person in the background.
Can you take a photo and cut out an object that is in the background .Likea building or person etc.
Like you can maska video and remove unwanted things.

Even if it is taking a part of the background like sky etc and copying it and putting it over the object.
I thought I could do it like the masking in video. But it is not working for me.
I end up with 2 photos one with the black mask overlappying the other photo.

As I said, I think what you want to do is beyond the capabilities of this software. At least if you want the replacement to be seamless.
