I tried ripple and the built in distort but cant get this

Hello,

There is nothing quite like that available, but have to tried the distortion transitions? You can see them in this YouTube video demo:

There are some more transitions types discussed as well in this article:

Take a look at Pixelan's BlurMaster. It has hundreds of presets and you can create any imaginable combination of blur, distortion and movement.
