How do i add chapters/markers to my produced videos? mp4

i have been making new videos of my dogs, and i want to add chapters. for example for when they are on water/running/barking

i tried chapters but its no good, i guess its designed for dvd. what i want is for example in a tv series, you can skip the intro, then go to the middle and the to the start of credits


start________________~_____________________________~_______________________________~______________end

each marker ~ is a time when something happends and i wish to be able to jump to that time hiting next on my video players.

how do i do that? i thought it was going to be very easy but i hit a wall.

isn't this like something very basic for a video editing software to do?

This might be another option if mkv files are ok vs mp4.
