Effect on top of both tracks

one track has a video in, the other has a image that moves. How do I add effect like bbc damage tv to overlay over both. I can only seem to add it to each track individually but it makes the image look weird. I just want to effect overall on top. Thanks

Add an Fx specific track on a lower track than the 2 you mention and then add BBC Damage TV to that unique Fx track, maybe that's the desire you are looking for.
