Best settings to add clarity to video

I have a somewhat blurry video i would like to fix up and add some clarity and detail to without adding the dirt specks and halos. Which settings would be best? Any help would be greatly appreciated.

There's definitely no "one-size-fits-all" solution for your blurry video issue.

Are you aware of the cause of the blurriness? Shot at low resolution? Low light? Poor conditions? Video compression? Fast motion? Poor focus?

There will, no doubt, be common tools used (e.g. sharpen, clarity etc) but the levels will be determined by the video properties.

Perhaps, as a starting point, you could provide a short sample clip so that members could investigate possible remedies. Even a full sized screen shot would help get us started.
