You had mentioned that in another post, but I haven't seen that behavior and I don't know that anyone else has posted about it. I work with 20GB, 18-minute-long, 4K60p clips all the time, and PD never stalls when moving clips on the timeline. If I type many Alt+arrow key strokes in a row, it may take a few seconds for PD to work through the queue, but it doesn't ever become nonresponsive.
It's conceivable that PD is running out of resources when you're trying to move the clip that way, but without seeing your system specs or knowing the details of the clips you're working with I can't really say.
If and when it happens again, I suggest leaving the clip where it sits when the arrow keys stop and use Ctrl+S to save the project. Don't try to use the mouse and see if the clip can be moved by the keyboard after that. Worst case would be to close PD and reopen it. Also make sure you have no other programs running so PD will have full access to all system resources.
