How do you size the output of a video as a Facebook Header as an example

I am trying to create a video for a header. Typically Facebook would be a great example of creating a video header. There appears to be no issue on videos that are posted as Facebook takes care of that, but when a specific sizing such as 820x360 pixels is required, is there some way of doing that in the output when produced or in post after it is produced (third party).

Hi,

Thanks for replying to my forum request! The user image says I am a newbie but I have been using Cyberlink products for years, starting and including PowerDirector 14. I changed my email so my login started me all over again and labeled me a newbie.

Thru my search yesterday I was able to find an online free site that addressed this issue with a couple of clicks. There were no sizing issues, cropping needs, required trial and error, and no loss of resolution. As a result, I posted my Facebook header in a matter of about 5 minutes and fits exactly as intended.
