Can I make an image flip, tile and rotate during the video

Hi. In my video I have a cartoon jpg image of a woman and the word OMG. When it is on screen during my video I'd like to quickly flip it, rotate it, and create a tile effect through to the next image.

These are classic commonly-used fast action effects that work well with comic images.

I can't see how to make my PowerDirector 365 do them. Is it possible?
