There's no limit to the number of tracks you can sync at the same time, but it's going to be easier if you do it in reasonably small batches.
Hopefully you have at least a ballpark awareness of which audio clips might match your iPhone clips, and all you have to do is put them on the timeline in any order, on any track, then highlight a group of iPhone clips and the presumed matching audio clip, then click on
Sync by Audio.
All the selected clips will be moved to lower tracks, and only one clip will be on each track to avoid overwriting any others. Any clips that don't match will be offset to the right of the group (they won't be underneath any others) so set them aside for another sync.
To keep the synced position when you relocate the clips up to a higher track, click on each clip one at a time and use the solid vertical red line (at the left edge) and/or the solid vertical blue line (at the right edge) that will appear to guide you as you drag the clip upward while the screen scrolls through the tracks.
As long as at least one of those lines is present and touching the edge of the clip you're dragging, you can release the mouse button once you've reached the desired track and it will be in the correct horizontal position relative to the audio track.
Be sure to save the project often!
