Power DVD gets code 0012 under fresh reinstall of windows 7

I had to reinstall the OS due to other issues. Now I get a generic answer that RTFM the web returns few answers. I get the following error message when I attempt to play the movie "The Last Jedi" off of a commercial DVD.

"Playback stopped because your graphics card driver is incompatible. Make sure it meets the minimum requirements. You can find additional information on the CyberLink FAQ Web site (code = 0012)."

I have tried both drivers from AMD 18.5.1 and 18.10.2 with the same result. Note, I have downloaded both the AMD drivers and the Samsung driver for my monitor directly from the websites for the companies in question. I pulled the latest driver both stable and where possible the last updated from AMD and for the Monitor driver the only available from Samsung. No amount of RTFM has helped. By the way, the CyberLink latest blue ray playback testing software was used to help make sure my computer was ready for playing BluRay DVD.

To follow up, just to make sure I reinstalled Power DVD version 17. I am now trying version 18.

Apparently the Aero theme was borked. Resetting to a stock theme fixed it.
