I randomly chose the NewBlueFX Quick Pixelator effect, set it to pixelate all the appropriate places, then went to produce my video. To my shock, almost the entire video was clear on the preview screen while the video was producing! I canceled and went back to the editor, and everything looked correct there. I then produced again and let it finish, in case this was something like the producing preview for 9:16 videos not accurately reflecting what the finished video looked like.
However, in this case the producing preview and the finished video were identical, and neither one matched what I had set up on the timeline. Here's a step-by-step vid with a sample picture showing this new problem:
