NewBlueFX settings are not correctly applied in produced video (Broken again in v17.0.2514.2)

I was making a quick video to show the issue of the preview during produce being rotated 90 degrees if the project's aspect ratio was set to 9:16, and I had some face images in that project that I wanted to blur out.

I randomly chose the NewBlueFX Quick Pixelator effect, set it to pixelate all the appropriate places, then went to produce my video. To my shock, almost the entire video was clear on the preview screen while the video was producing! I canceled and went back to the editor, and everything looked correct there. I then produced again and let it finish, in case this was something like the producing preview for 9:16 videos not accurately reflecting what the finished video looked like.

However, in this case the producing preview and the finished video were identical, and neither one matched what I had set up on the timeline. Here's a step-by-step vid with a sample picture showing this new problem:

Unfortunately, this is broken again in 17.0.2514.2 frown

Ironically, I was making a video about other bugs in this release when I found that the produced output again no longer matches the effect settings.

Also, I've found that if PD's Preview Quality is set to HD, the effect previews correctly. However, the produced video doesn't match. Here is an external screen capture of the preview window with PD's preview quality set to HD:



If the preview quality is set to Full HD, the effect previews incorrectly AND it matches the (incorrect) produced video.



I hope this can be fixed with a permanent solution this time.
