Adding a circle onto your video

I want to add a circle around a part of my video to draw the viewers attention to whats happening inside that circle. How can I do this?

The simplest way is to add a .png to the topmost timeline and re-size/fade in&out etc to suit your needs. I've just created an example circle which is attached.
