Rendered videos all turn out choppy.

If I take a video filmed in 4k or 2k @ 30fps and open a project that is set at 30 fps and then try and render the project at 30fps it comes out choppy 100% of the time. The originals are smooth as silk. I find that if I render it at 60fps instead of 30 I get results that match the smoothness of the original file that was shot at 30 fps, but this seems unnecessary. Anyone have any thoughts? I've tried matching the output bitrate to the same as the source, raising it, lowering it...nothing seems to make a difference.

The video is shot on my di drone. Pc has a gtx 1080, 16gb ram, and an intel i7 7700k. All videos are playing off a ssd and the choppyness exists no matter what the video is played on (tv, pc, youtube, many other pcs, and my phone) and no matter what video player I use.

Any help would be so appreciated. I had this same problem in 15 as well and it's driving me crazy.

It helps if you give the details of both the original file and the resulting output file, e.g. those listed in the details tab of the files properties in the menu that opens when clicking the rights mouse button on each file.
Also helps to show what output format you select when redering the output file.
Thanks!
