The effect plays fine in the editor but doesn't show up in the final video. My settings are H.265 all other effects show up fine and yes the effects track is turned on. Am I missing something?

Yes. Switch off every hardware acceleration. It does not work for everybody.
Mostly, the problems are gone afterwards.
