Hi,

Is it possible to export a full size Photo from a video clip?

I know there is a possibility to get a snapshot from a video, however I would like to extract a full 4K photo from a clip.

Previously you would get different results, if I recall correctly, depending on where the image is when you grab a snapshot.
Library, main timeline, secondary timelines, Each may yield a different size image. I'm not sure that is true in the more recent versions of PD. I think you will get full resolution everywhere in PD16.
Be sure in Preferences>File tab, you have full resolution checked, if the choice is there.
A snapshot is a photo, so I'm not sure what the difference is for you.
Check the properties of the snapshot. I think the Library is the best safest bet. HP Envy Phoenix/4thGen i7-4770(4@3.4GHz~turbo>3.9)
Nvidia GTX 960(4GB)/16GB DDR3/
Canon Vixia HV30/HF-M40/HF-M41/HF-G20/Olympus E-PL5.
Tape capture using 6 VCR, TBC-1000, Elite BVP4+, Sony D8 camcorder with TBC.

Yes -- as mentioned above the results vary based on where you do the snapshot (still true in v16). Full-rez seems to be only available via the Library (and you may need file output set to PNG).

This is a very frustrating limitation as effects/fixes from the timeline cannot be output except at 1920x1080. Also frustrating because I work primarily on the timeline so it would be nice to be able to export full-rez from there and not be forced to go hunt down the clip in the library (which leads me to... why is there no "Find in Library" feature?!)

Pretty complete discussion of snapshot issue here: https://forum.cyberlink.com/forum/posts/list/50730.page#post_box_267348 CL indicated they'd reconsider the changes but nothing materialized yet. Your effects/fixes limitation you noted would have been convered under item 4.
