Also found this from 2012. It seems to reduce quality. Have others noticed that adjusting brighness and contrast tends to degrade the video?

Open PD
Place your video into the track
Select Fix/Enhance
Select Color Adjustment
Select Contrast and then others.
Example:
Slide Contrast to the left to 60
Slide Sharpness to the right about 25
Tweak the other slide controls for the best results on your video.
