Generally, in PhotoDirector, you would resize (not crop) only when you export an image. After clicking Export, you can set the size under Image Sizing, in Photo Export options.

If you're working in the layers module, you can resize images imported as new photo layers by clicking on the Pick & Move tool in the top right corner.

Can not change a pano form (3 to 1) to (2 to 1) the export does not allow ratio change.

I'm unclear about what it is you'd like to do. If you have a 3:1 panorama:



... and you wish to change its aspect ratio to 2:1, you have only two choices. One is to crop it:



The other option is to distort the image by resizing & ignoring the current aspect ratio:

You are correct.

The options in PhD's Export dialogue do not allow you to change the aspect ratio to distort the image.

That would need to be done in other graphics software, as I did with the panorama above.
