Video on DVD freezes randomly

I just recently purchased a PD 7 Ultra and created my first 7 minute DVD with it. I wonder if it is related to the +RW media I am using (tried with Maxell and TDK +RWs) but it seems that every once in a while the playback gets stuck for a second or two and then continues normally.

This symptom occurs on my DVD player and on the laptop I used to burn the DVD.

Any help here is greatly appreciated.

Is it getting stuck in the same place every time?

I burn using a programme which verifies the burn and about one in 5 throws up a "bad sector" error on the verify cycle. I often burn multiple copies of the DVD for distribution and so I don't playback every burn myself and since using this programme I have not had any complaints.

Therefore my workflow is Create DVD folder on HDD using PD then burn to DVD using another programme with a verification cycle.

I've had issues with DVD+RW's, similar to what you state. They also appear to get much worse with time/use. Some players are also very particular with them. Try burning your project to a +/-R and see if you have the same issue.
I burn about 30 DVD's a week and my workflow is very similar to what pjc mentioned. PD7 to edit and create a DVD Folder and then ImgBurn or equivalent to burn DVD's from the DVD folder. I also use verify as I don't want discs returned and can't test them all myself. I've also found a rather large difference in number of coasters from various brands of DVD's. For me, Verbatim has been very reliable.
