I can’t find how to change the frame rate of my project, why hide such an important feature?

pref > General "Timeline frame rate:" are the only choices for the timeline if that's the question.

Many other frame rate options available during produce by creating a custom profile. Select the format of interest, and then the "+" icon next to the profile name and adjust frame rate under the video tab.
