intel quick sync video

i have a question why under hevc/avc for mp4 for 1080 i cant use IQSV but for 720 and other video res's i can.. how ever if on mkv/mt2 on 1080 i can use intel quick sync.



i do youtube videos and i remember before being able to use this on mp4 for 1080 and cant now unless it was a dream i was having.
