Cannot Create BueRay discs with PD15?

I loaded the latest version of PowerDirector15 and when I try to pick the Blu-Ray disc creation option I get a window that tells me my version doesn't support this action and is asking me to buy PD15... which I have already done and have the latest patches, etc.

The PD_Version_Info.jpg show that this is the deluxe version which does not allow BD video to be created.

The BluerayError.jpg show that besides blu ray creation you get 5 extra features with the ultra and ultimate versions. The price difference between the deluxe and the ultra is only about $10 and you get to do all those extra features and more as shown on the popup.
