Video noise?

From a complete novice.
Had a Hi-8 video tape transferred to an AVI file by a professional company.

When viewed with Windows Media Player, There is a 3 min segment with white lines flashing across it. Part of it is completely un-watchable.

However when viewed in Power Director 7 editing window, it plays perfect.
Then convert to MPG-2 to burn to a DVD, and the noise is back.

Is it possible to clean this up? Any suggestions are welcome

Sorry, but I do not know the answer to your question. However, I know from personal experience that you need to set a display name for you Forum Profile, which is different from your Member Profile. You can use the My Profile link listed above to update your Forum Profile. Otherwise your thread may be locked and you will not receive replies.
