"Apply to all" not always working

Anybody having issues with APPLY TO ALL failing to apply clip settings to the rest of the targeted timeline?

I find in order to get ATA working again I have to uncheck all the adjustments, save, close, reopen.

The fact that I am working with multiple timelines can be confusing, but it seems all ADJUST COLOR sliders are not applying to all, but the other fixes such as Stabilizer and lighting DO apply to all. HP Envy Phoenix/4thGen i7-4770(4@3.4GHz~turbo>3.9)
