That's certainly not normal, and I can think of two things to try. First, right-click on the PD13 icon on your desktop and choose
Run as Administrator. When it opens, see if you can access the Preferences menu. If that works, you'd have to use
run as Admin every time and you'd probably want to fix that.
The next thing to try is to uninstall PD13 (and Quicktime and SmartSound if you're prompted to remove them as well), and when you are ready to reinstall PD13, please run the installer as an Admin and see if that cures the problem. If you clearly remember originally installing PD as an Admin, then this time just double-click to run the installer. Does that make sense?
You might be seeing this problem if you have a regular User account on Windows and PD isn't getting clear permissions when it was installed or when it's running. If you're running this from an Admin account already, there might be some corruption of the account profile, but we can worry about that if neither of these suggestions fix the issue.
