That may be the problem. Over agressive anitviruses expecially with built in registry cleaners (Norton 360 and the like) will prevent the .dll library from being properly built.
Try removing DVD 15 using the Cyberlink removal tool, trun off your antivirus (if you can) and rinstall the program. Reboot.
If you still have the problem you may want to try a thorough unstall using Revo Uninstaller (Moderate Mode only), reboot, turn off your antivirus, install, reboot. See if that works for you.
