No.
The least expensive quality option in my opinion is Prodad's Prodrenalin. I would not mention them but they are a partner of Cyberlink. HP Envy Phoenix/4thGen i7-4770(4@3.4GHz~turbo>3.9)

Open PDR13
Video in track1
Highlight video in track
Select Modify
Properties tab/Object settings
Un-check "Maintain aspect ratio"
Move to the display preview
Use your cursor and reduce the video width by making the video narrower.
Go to the Toggle for TV/Grid lines on/off
Select Grid lines. 2x2 (if needed)
Reposition the reduced width centrally in Preview.
Use the keyboard positional arrows to align the video.

You now have a video displaying with black bars top and bottom BUT you also should have removed the fish eye effect of the lens and got the wider view the fish eye has provided.

It is very unclear how you ended up with horizontal bars at the top and bottom of the clip after "narrowing" and centering the clip. Is there infomation left out? I followed the directions you posted with PD13 step by step, but you lost me when you stated there are now two black bars on the top and bottom.
