Problem with Video Quality in Overview AND Render

Hi everyone.

I'm French, and I purchased PD13. I also installed the latest update.
My graphic card is a MSI GTX 970 4G running with the latest driver, works perfectly. OS Windows 8.1.

The software seems to work just fine, until now.
I recorded myself with my webcam (Logitech C920), the quality is good.
1080p, 29 frames, .mp4, all good. No weird artefacts on it.

But here's the thing. When I drop the video into PD13, appears weird artefacts on it.
It's chunky, weird jumps, weird pixels at random times. I don't know what to do and what could cause that.
I'm a real beginner here so I'm fairly lost.

It may seems minor to you, but for me it's an eyesore, it's happening randomly, I want to understand why and fix it.
It's not even on one part of the video, like I said it's all along. Weirder, the game I recorded with, doesn't have those artefacts.

Please help me.
