just not getting perfect video quality on blu-ray

I need help here, because every time i burn a blu-ray disc, the results look too over compressed, i.e, a gravel path way turns into a solid blocky colour as the gravel detail becomes smaller at a distance, same goes for grass, at that details are just rendered as pure green. The original 1080 footage from the camera is perfect (camera Sony DSC-RX10)

I tried my other blu-ray authering program, Nero 10 and it burns blu-rays with perfect results, with no extra compression added to the original footage, in fact it has a slider in the blu-ray burning set up menu where you can adjust the bit rate right up to 40mbs which is much higher than the 28mbs my original footage is recorded at.

With PD12, to me the results are more like 10 or15mbs bit rate after burning to blu-ray.

I created a photo slide show, and again it looks terrible, things with pattern like roof tiles show terrible moure and flicker whan playing back.

Is there a blu-ray burning menu where the quality can be adjusted, such as bit rate and 1pass/2pass etc.? I can't seem to find any fine tuning options.
