You can do it in PD 10, maybe in PD 9 also.

I think I misread your post.

This works in all versions of Powerdirector:

If you just want to correct a wrong angle of the camera,

Put the clip on the timeline, select the Clip, select Clip Mode in the Preview. See the Blue Circle, put your mouse pointer on the top of the blue circle, hold the left mouse button and drag the video to the orientation you want.
