creating a DVD for a different region

I live in Australia. I've made a video in the format MPEG 4 1920 X 1080/25p (16 Mbps). Naturally I've set the country / video format of disc to: Australia (PAL).
I want to create a DVD and send it to the Philippines and be reasonably sure that it will play on DVD players there.

1. Am I correct in saying PowerDirector 12 creates DVDs that are coded Region 0 meaning they can be played in all regions?
2. What steps do I need to take to make reasonably sure the DVD I create will play OK over there. (The Philippines uses NTSC rather than PAL)

Change your Preferences > General timeline frame rate to NTSC (30 fps) to create a NTSC DVD.
It is a good idea to close then open Powerdirector to be sure the TV mode is changed.

Create your Disk, don't forget to change back to PAL.

Be aware a DVD is standard Definition.(720x480) It is not High Definition. For High Definition you need to create a BluRay Video Disk.
BluRay disks require a BluRay player to play them.

Get "AnyDVD-HD" from SlySoft.com. It removes any area codes you like from commercial DVDs and Blue Rays during playing them in your computer and makes you burning area code free DVDs. I have tested the software in computers and and the self produed DVDs in DVD-Players with area code 1 (USA) and 2 (Europe)m both "continental" and UK-version. It works perfectly. It also works with PowerDVD (all versions), PowerDirector (all versions) Nero, Xilisoft, Aimersoft, AVS4YOU and all other video editors and converters I have. Because "area codes" are private agreements of the major movie studios to prevent "premature" dvd-release of movies in countries which don't play them in theatres until the movie has mold stains on it it is also not illegal. It is a selective "usage prevention method", not a "copy protection" which could be illegal in some countries to circumvent.

How bad those codes are, I realized when I legally purchased 100 old movies on DVD in Miami and tried to play them im Paris (James Dean and so). Unfortunately I forgot that a 1940 movie still is on a 2010 DVD. I locally extracted the files and burned them all code free on DVD brutes. Now those legal safety copies work everywhere lika any paying customer of a commercial product could expect from the beginning.

From all little software utilities I ever had, ANYDVD by far is the most useful. A lifetime license costs around USD 120.-, but testing is free.

Can anyone be a bit more specific and give me a step by step guide on how I transfer from PAL to NTSC. I've tried a couple of methods but it doesn't seem to work. Ian 123 did you get your problem resolved?

If you are talking about a video you have edited in Powerdirector.

Open the Project (the movie).

Preferences > General. Set the TV Mode to the one for the DVD you want to make. I.E. PAL(25 fps) for a PAL DVD or NTSC(30 fps) for a NTSC.

Go to Create Disk either burn a folder or burn the Disk.

The DVD will be in the format chosen in Preferences.

MaxMurx mentioned removing the copy protection from a commercial disk.

There are file converters programs that can convert NTSC > PAL or PAL > NTSC.
Once the files are converted you can then burn a Disk with disk burning software.

There are many DVD players that can play both formats.
In that case it is not necessary to convert the DVD.

I know that there are many region hacks for DVD players and many of them are region free now but the person I'm sending a video to (something I recorded and not a copy protection one) only has a region 1 player. Any other advice would be greatly received.

As far as I know Powerdirector creates Region 0 DVDs, which are supposed to play in any region.

Have you made a DVD and sent it to someone that did not work?

Remember, not all DVD players will play all DVDs.

Newer players should not have a problem playing DVDs for their Country. PAL DVDs with play in all PAL countries.
NTSC DVDs will play in all NTSC countries.

Some players will play either.

Did you look at the VOB file on the created DVD to see what country. MediaInfo can tell you if the VOB files are 30 fps (29.97 fps) or 25 fps.

NTSC is 30 fps, PAL is 25 fps.
