Just my 2 cents worth.
I "can" definitely import and edit
"some" FLV files in PD12.
Some import fine, some don't, and some only import the video portion without any audio being present.
So, it's always been a bit of
hit and miss for me, when trying to import and work with FLV files.
As
BarryTheCrab alluded to, "outputting" to FLV, is... well... another kettle of crabs, as there is no FLV output option in PD12.
Thus, converting an FLV file to a supported PowerDirector output format, prior to introducing the file into PD12, has seemed (for me at least), to be the most practical way to go.
A quick Google search will reveal that there are many free (Pazera for one), and other more advanced "commercial" FLV converters out there, that can convert a Flash file to a format that PD12 will be more apt to better deal with.
Just “my” experience with FLVs.
More astute members than I, may have differing experiences, perspectives, and insights to impart.
