Keep the dialogue balloons from jumping around

I'm pretty sure this has something to do with the frames, though, I know nothing about working with them. The problem is: when I use the dialogue balloons for text and the video is shaky because of the movement of being in a car, it won't remain focused on the object. So, how do you stabilize the balloon so it remains stationary on the object/image?

What happens if you use Fix/Enhance > stabilizer on the video before adding the dialogue boxes?
